What the governor says about surface drainage.
It suggests the economy which Sir J. P. Hennessy used to harass the Chinese House Bucket system upon 1880.
Sir W. Robinson is to seek approval for what he has been doing.
What he and his staff derive is not bad. They seem to me to have faced crisis very sensibly and well. A compliment is also due to the naval and military forces for their help.
In Mauritius, after the Hurricane,
1. A considerable sum was remitted on account of the military contribution.
2. The Imperial government guaranteed a loan.
3. The Lord Mayor raised a fund and various other colonies contributed.
We cannot yet estimate what the loss caused will be and what will be the necessary outlay; but it might be well to hint to the Treasury, when they have first written on this subject of the Military contribution, (C.O. 13087) that it will probably be necessary to look for a reduction in the contribution.

Acknowledge this despatch, with some complimentary expressions, and ask the governor to let us know as soon as an estimate can be formed of the loss likely to be caused by the plague. Send any estimate of outlay caused to the War Office and Admiralty with complimentary expressions to the soldiers & sailors, and send a copy to the Treasury in the letter suggested on C.O. 13087.
